My think tank proposed a “public data commons” framework to do so, during the legislative debate in the DGA. I think that by now, when referencing this proposal, it’s necessary to state that the proposal was not made into law, with the Data Act thinning down this idea, despite recommendations from the high level expert group. This is for me one more example of the difficulties in making data collaboratives more than an exciting theoretical idea in the data governance space.
